Dental insurance plans such as HMO make you choose a dentist within their plan network of providers. Therefore before buying an HMO it is a good idea to make sure they have dental providers that will be able to address your dental anxiety. Where as PPO plans may also have a net work of dental providers, most will let you choose a dentist that is outside the provider network (sometimes at a reduce coverage). The key is finding a dental insurance plan that will work well with your dental needs as well as a dentist is able to address your fears and or anxiety.
